The Position is offered by Holtec Britain as a member of the Holtec International family, a global turnkey supplier of equipment and systems for nuclear, solar, geothermal, and fossil power generation sectors of the energy industry.

Come join a growing multidisciplinary team of engineers designing the next generation nuclear power station. The UK Licensing and Regulatory Affairs Manager will define the strategy for the safety case, environmental case and security case, and is responsible for the technical delivery of the Office for Nuclear Regulation (ONR) and the Environment Agency (EA) Generic Design Assessment (GDA) process. The Licensing Manager is responsible for managing the interface with the Regulators, creating the conditions of an open, honest and efficient relationship to support successful and timely delivery of the GDA.

This requires leadership experience in the production of nuclear safety case documentation in support of a developing reactor design to meet UK regulatory expectations, experience of the UK regulator’s GDA process and experience of engaging with lead assessors within the ONR and EA.

The Head of Licensing and Regulatory Affairs reports to the GDA Project Director and will build strong relationships with the US Director of SMR Licensing and other US SMR team members. The UK GDA is a critical element for commercial deployment of SMR-160s word-wide, and this role provides a unique opportunity in an exciting emerging technology and energy marketplace.


Specific Areas of Responsibility:

  • Define the strategy for the UK safety case, environmental case and security case.
  • Own the overall nuclear safety case delivery programme, ensuring that the appropriate level of quality and governance is applied to any documentation being submitted to the regulators.
  • Manage the interface with the Regulators creating the conditions of an open, honest and efficient relationship to support successful and timely delivery of the GDA.
  • Work with the technical/team leads’, ensuring that the correct information is being produced to fulfil the CAE.
  • Defend SMR design positions for areas where the existing regulatory framework either does not apply, or for which there is a need for the development of new or revised regulatory requirements or guidance.
  • Prepare and deliver licensing presentations to internal and external organizations.
  • Support UK team development, participating in interviews.
  • Applicants should be prepared to play an active role in a project-driven and highly integrated engineering team


Minimum Requirements:

  • Degree qualified in an engineering or science related discipline
  • 10 years of demonstrated, applicable experience in developing civil reactor safety cases, including experience with the UK GDA process and related regulatory guidance.
  • Demonstrated ability to solve complex nuclear safety case challenges.
  • Ability to work independently and balance competing priorities.
  • Strong interpersonal skills. Able to engage credibly within and external to the business.
  • Ability to influence and encourage change of behaviors across a wide range of organizational levels.
  • Strong presentation and communication skills – able to present at multiple organizational levels and to external regulatory stakeholders.
  • A credible decision maker, able to create confidence through crafting of strong justifications and arguments.
  • Eligible to work under 10 CFR Part 810.
