This position will be responsible for the development and growth of Duke Energy’s Federal Energy Performance Contracting group, which includes utility energy services contracts (UESCs) and federal energy savings performance contracts (ESPCs). The person filling this position should have extensive experience developing federal ESPCs and UESCs, and extensive knowledge of federal contracting procedures and the Federal Acquisition Regulation (FAR). This position will report to the Director, Federal Project Development & Execution and manage a team of Federal Energy Business Developers.  

This position provides leadership and direction for business development and overall customer engagement associated with the development of federal performance contracts. This position will expand Duke Energy’s current UESC offerings within its regulated footprint and develop and grow Duke Energy’s presence throughout the U.S. as an energy service company (ESCO). This role will be responsible for leading Duke Energy’s efforts to pursue and win GSA ESPC ENABLE projects and the U.S. Army ESPC MATOC and DOE ESPC IDIQ contracts, in order to pursue specific ESPC opportunities.

The Manager will lead the Federal business development team to enhance and develop relationships and business opportunities via multiple federal contracting vehicles. The Manager will be responsible for leading the development of federal performance contracts and work closely with our energy team to negotiate and execute successful ESPCs/UESCs.  The Manager will also be expected to perform in a business developer role on specific projects, as needed, in order to further support the business development team. This role will engage in a portfolio of projects in excess of $200 million annually, associated with individual projects ranging in size from $2M to multi-millions.

This position will manage a team of direct reports to enhance Duke Energy’s business development efforts. This role will also require working with multiple internal Duke Energy teams to effectively scope and execute project implementation to ensure successful delivery of ESPCs and UESCs. Additionally, the Manager will be responsible for developing and maintaining multi-disciplinary relationships with external parties, as well as relationships with regulated utility distribution and transmission departments to ensure solutions integrate with the utility delivery system.

This role is customer facing and is responsible for operating under multiple regulatory and non-regulated business models across the Duke Energy territories and continental United States.


Lead Duke Energy’s business development in identifying and defining new program and project opportunities that result in executed ESPCs and UESCs

  • Manage the business development process for Federal customers, building relationships with customer stakeholders and decision-makers, identifying and developing project opportunities that meet customer needs.

  • Develop teams and execute business plans to deliver contracted scope at high-quality exceeding customer expectations.

  • Target projects that provide reliable, high-quality services and deliver acceptable margins for the Company.

  • Develop and lead successful proposal responses that effectively and clearly articulate the technical and financial benefits of performance contracting.

  • Manage and develop a diverse staff of business developers and assure staff comply with appropriate codes and standards.

  • Provide insight, delegation, and coordination to the various internal and external organizations that are providing services to the project (e.g., engineering, project controls, legal, ethics and compliance, EHS, QA/QC, operations, etc.). 

  • Establish and communicate expectations to business development team and project team.

  • Develop metrics to monitor quality and performance results and ensure the execution of projects according to plan.

  • Regularly attend and participate in federal ESPC/UESC conferences, workshops, etc.

Effective Leadership, Development, Mentoring of staff.

  • Provide coaching, mentoring and leadership to other career path members. 

  • Share tools, learnings, expertise in manner consistent with corporate leadership and PMCoE.

  • Manage day-to-day performance of employees under functional area.

  • Provide feedback to employees on performance and develop annual performance evaluations.

  • Develop employee technical and business skills utilizing personal development planning tools and position team and individuals for growth opportunities and special assignments.

  • Develop a succession plan for ESPC/UESC business development team.

Basic Qualifications

  • Bachelors in Business Administration, Project management or other related degree

  • In addition to required degree, minimum ten (10) years relevant work experience

Desired Qualifications

  • Extensive experience with delivering successful ESPC projects pursuant to the DOE ESPC IDIQ, U.S. Army ESPC MATOC, and GSA MAS (ENABLE) opportunities and delivering UESC opportunities.

  • Experience developing and managing effective relationships with government officials, including military officers

  • Contract compliance and administration management of Federal contracts

  • Delivery of project portfolios including diverse scope, schedule, and risk with annual budgets over $100 million

  • Extensive experience with performance contracting negotiation, and thorough knowledge of the entire phase of ESPC/UESC design, development, implementation, operations & maintenance, measurement and verification, and post-implementation payment requirements

  • Extensive experience with third-party financing and management of financier relationships

  • Leadership experience including staff management, employee development and motivation of large teams

  • Demonstrated analytical and critical thinking, problem solving and financial evaluation skills for large nontraditional utility budgets ($30+ million budget); experience in accounting and tracking of expenses and revenues

  • Big-picture, strategic thinking including ability to conceptualize new or abstract market approaches, determine how to test, and take necessary steps to deliver new strategy

  • Contract negotiations

  • Expertise in project management with associated project-related work experience

  • Position requires strong negotiation, excellent written and oral communication skills, strong presentation skills, a consultative approach to recommending process improvements, and staying up to date on key industry trends

  • Demonstrated effective decision-making skills, including the ability to make decisions and execute with limited information

  • Knowledge of energy engineering, project development, construction, energy operations and maintenance, and the associated safety and risk mitigation requirements

  • Active security clearance

Working Conditions

  • Virtual - Work will be performed from a remote location after the onboarding period. However, virtual employees should live within a reasonable commute to a Duke Energy facility.

  • Position will require travel (35%) for business development and customer-focused meetings, often including multi-day meetings and meetings outside of normal business hours.
