Currently, our Emergency and Protective Services department has a Section Manager, Emergency and Protective Services (Fire) opportunity.  

The Section Manager, Emergency and Protective Services (Fire) is accountable for effectively managing and directing staff resourcing in the provision of a full spectrum of fire and emergency response services to Bruce Power. In addition, the Section Manager is also responsible for the maintenance, inspection and testing of safety related equipment for emergency response as well supporting both fire prevention and conventional safety program initiatives.

This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

What will you be responsible for?

  • Accountable for effectively managing and directing staff in the provision of a full spectrum of fire and emergency response services to Bruce Power.

  • Planning, developing, executing, and maintaining Fire and Emergency Services programs, procedures, standards, instructions, ensuring maximum cross-functional communications and coordination.

  • Conducting periodic reviews and making effective recommendations regarding continuous improvement and provision of service within EPS Fire.

  • Assisting, supporting, and participating in the planning and execution of all departmental and divisional initiatives to support the Corporate Business Plan.

  • Ensuring all policies, procedures, practices and standards within the section remain in compliance with all regulatory requirements and industry standards.

Specific Accountabilities:

  • Provides support to the Department Manager in managing the Section in accordance with applicable legislation, policies, programs, procedures and agreements.

  • Provides day-to-day coordination of the Section.

  • Contributes to the development and growth of a Nuclear Safety Culture by communicating the Nuclear Safety message, setting the example for nuclear safety and demonstrating this commitment through words and actions.

  • Responsible for the direction and management of their respective section within EPS, Fire organization and exercise a significant degree of independent initiative, judgment and action in accordance with policies, plans and objectives of the department.

  • Contributes to the development of the department's and section's business plan, budget and forecast based on understanding of partner and customer needs, corporate planning predictions, changing technologies and internal and external trends.

  • Manages Section in the areas of staffing, operational deployments, performance management, labour relations and other related matters.

  • Ensures that all personnel in the Section are appropriately trained for the tasks delegated to them and have appropriate qualifications and authorization.

  • Assists in the development of Section performance measures. Monitors, analyzes and assesses performance effectiveness and recommends areas for improvement.

  • Performs self-assessments against Bruce Power and industry standards, recommends improvement initiatives.

  • Participates in selection of new/replacement staff.

  • Uses field Observation and Coaching as well as other measures of performance monitoring, coach all operations staff as required to meet standards of work and standards of leadership.

  • Provides oversight and manages a five crew 24/7 emergency and fire response organization.

  • Manages and provides oversight to the activities of Shift Emergency Response Manager on shift and ensures the key effectiveness areas of public safety, environmental protection, worker safety are met.

  • Accountable for maintaining positive control of fire prevention/suppression activities across site, demonstrates leadership, and champions the use of operating standards.

  • Perform other duties as required.

Knowledge and Skills:

  • Knowledge of business operations, organization, functions, operating policies and procedures, regulations, and license requirements.

  • Advanced working knowledge of the Fire Protection and Prevention Act and fire prevention functions.

  • Extensive knowledge of emergency services and fire prevention methods, techniques, regulations, policies and applicable municipal bylaws and provincial codes and legislation and procedures in a nuclear facilities and operation of fire equipment and apparatus.

  • Thorough knowledge of firefighting and emergency response, first aid applicable legislative/regulatory standards, local government functions/responsibilities, health and safety and employee/volunteer relations principles and practices.

  • Technically competent to understand Fire risks and act on issues.

  • Ability to establish excellent working relationships with both internal and external stakeholders.

  • Highly developed collaborative skills, demonstrated ability to direct, manage, and control a Fire Services operation.

  • Strong communication (written, oral and interpersonal), analytical, report-writing, problem-solving, presentation, public relations, organizational, leadership and supervisory skills.

  • Strong report writing, presentation, training and facilitation skills.

  • Excellent level of written, verbal and presentation skills

  • Excellent analytical and organizational skills.

  • Ability to work unsupervised while achieving stated goals and objectives.

  • Demonstrated ability to multi-task in a challenging environment.

Education and Experience

  • This knowledge is considered to be normally acquired through the completion of Grade XII plus 2 years' further concentrated study in a fire service discipline or the equivalent combination of education and work experience in a related field.

  • Completion of Ontario Fire College and/or Ontario Fire Service Certification is preferred.

  • A period of over 8 years and up to and including 10 years of progressive management experience in a Fire emergency response role is considered necessary to gain this experience

  • Experience in incident command, fire suppression, fire prevention and code enforcement, first responder pre-hospital medical care and other support functions and activities.

  • Possess a valid G Driver's License in good standing.

  • Experience mentoring and directing staff on Fire services issues.

  • Requires keeping current on all relevant emergency management legislation (municipal, provincial and federal) and by-laws in order to evaluate and interpret its relevance and application to Bruce Power plans and procedures.
