Position Summary


This position will have field construction accountability for the successful execution of transmission construction and maintenance projects. The position will report to the regional Manager of Construction Management who will provide general guidance and oversight. This position will have responsibility for construction management during all phases of moderately complex projects. This will entail all phases of the project from development through all phases of construction activities to assure the project is built according to the Project Plan. This includes, but is not limited to, managing costs within authorized funding amounts, managing the schedule and work sequence to achieve in service dates, accurately implementing engineering designs and associated specifications, complying with environmental permitting and standards and safe work practices, ensuring public safety is maintained and appropriate security is utilized at project sites, coordinating commissioning of facilities and placing assets in service, ensuring successful turnover, and completing assigned project close-out activities. Ensure the adherence to construction standards, work methods and procedures as well as an understanding of safe work practices. Position serves as a single point of contact for all Power Grid Operations contractors’ utilization with a focus on improving overall job costs, quality and timeliness through work planning, job execution, inspection process, audits, crew productivity, site and dependency management (tree trimming, right of ways, locates, etc), job design review, required material, time and equipment management. Support customer satisfaction efforts by collaboration with local company and contractor management, peers and peer organizations to meet customer commitment dates.

Responsibilities

  • Manage the execution of Power Grid Operations work plan in accordance with the Distribution Construction & Maintenance Scope & Method of Payment while maintaining financial stewardship.
  • Ensure the efficient utilization of contractor resources to meet the work plan. This position works to ensure customer and company needs are met while working with internal and external partners.
  • Confirm that the contractor crews are managing and executing an assigned 2+ week work schedule as detailed in the workflow process.
  • Accountable/responsible for validating that contractors are performing job readiness checks by working with appropriate contractor field leadership and crews.
  • Document any anomalies in the work plan, and then actively managing this block of work while communicating with all stakeholders to correct or resolve issues impacting the work plan.
  • Monitor progress of work orders assigned to resources under the control of this position.
  • Approve contractor invoices associated with PGO annual capital spend using the current CD process.
  • Approve special equipment using the current PGO process (crane, pressure digger, etc.)
  • Responsible for pre-approvals (matting, stone backfill, set-up adder, etc.)
  • Perform productivity and quality assessments, job reviews and validate that contractors are providing work order field statuses, etc.
  • Perform discretionary quality audits and enter results in the tool.
  • Perform Technical Reviews as assigned and complete within specified timeframe.
  • Monitor and respond to Contractor Request Forms (CRF) to ensure an efficient workflow.
  • Review and understand the current CD Scope and Method of Payment.
  • Work with appropriate organization(s) to support process improvement (Zone Operations, R&PM, Engineering, Supply chain, etc).
  • The Sr Construction Manager will also partner at times with the Distribution Resource Specialist within their geographic area of responsibility as contractor resource support is needed for emergent work (i.e., restoration).
  • The Sr Construction Manager will be the primary contact for any contractor resource request(s) for local support to a Customer Delivery Operations Center.
  • Conducts and assists in the investigation and resolution of elevated complaints/claims associated with contractors and their performance.
  • Resolve practical issues, interpret instructions, and perform tasks to resolve problems as they pertain to contractor related issues.
  • Review and process invoices for construction, maintenance, and restoration activities ranging in the millions of dollars on an annual basis.
  • Track and monitor actual units installed in the field versus planned units. Understand variance drivers.
  • Constructability Review – work with other departments to verify work order can be worked as written prior to planning and scheduling.
  • Actively participate in preconstruction meetings.
  • Monitor crew productivity and communicate risks (e.g., material availability, field conditions, pending permits, design changes, etc.)
  • Provide feedback to the Project Management, Planner, Scheduler, and appropriate parties, on rescheduling reasons; including, any work plan adherence variations (schedule adherence meetings), or emerging issues that will result in carry-over work or unfinished tasks in a timely manner.
  • Monitor and report on the contractor work status.
  • Monitor crew staffing and equipment when T&E is approved.
  • Apply field expertise to validate schedule accuracy and forecasts.
  • Assist Contractor in resolving material issues/needs.
  • Monitor to ensure man-hours estimates are adjusted/modified as appropriate to complete work requests.

  • Work with appropriate departments to address gaps/issues with job information. Ensures contract crews have accurate job specific information for each work request. (Work orders, drawings, and material list, etc.)
  • Collaborate within Resource Management team to adjust scheduled work and resources as needed to meet organizational expectations.
  • Keep Planner and/or Scheduler abreast of contractor resource reassignments for emergent work that impacts the scheduled work plan while working in tandem with the Distribution Resource Specialist on work plan updates.
  • Attend weekly and monthly communication meetings in addition to daily communications with PM, Scheduler, Planner, Local Ops Supervisor and Distribution Resource Specialist as needed.
  • Manage/validate prerequisite opportunities to ensure the crews do not have roadblocks to starting the job when they arrive on site.
  • Provides training/support and oversight for switching and tagging requirements.
  • Reduce/eliminate re-work and contract warranty claims.
  • Direct and coordinate contractor resources supporting zone operations for restoration activities during any event. Monitors contract crew productivity, process and standards adherence, and work request status
  • Validate that contractors are progressing their work in Maximo to notify the Resource Planner and Scheduler when contractor crews have completed work in the field.
  • Meet regularly with contractor management to evaluate work performance, as well as other notable field observations/Quality audits/Technical Reviews.
  • Conduct Field Observations to inspect and monitor contractor productivity and work quality.
  • Conduct Work in Progress and Post Construction Quality Audits and enter into SharePoint.
  • Ensure notification and timely documentation of incidents by serving as the single Point of Contact (POC) according to the Event Reporting Criteria (Preliminary Incident Report (PIR), Apparent Cause Analysis (ACA), Initial Event Notification (IEN), Prompt Investigation Response Team (PIRT), etc. including follow up.
  • Manage adjustments to unit contract work in relation to time and equipment (T&E) adders, utilizing approved T&E process.
  • Effectively manage all T&E work to validate charging for personnel, equipment and work listed on contractor time sheets.
  • Partner with the Scheduler and Planner to ensure effective execution of the work plan from the 4-week horizon throughout completion.
  • Reviews jobs to identify switching required and submit switching request as needed.
  • Validate contractors are following the current CD planned outage process and assist as needed. Actively participates as a Member of Site Leadership
  • Serve in leadership positions during planned and unplanned critical work.
  • Serves as backup when Ops Center supervisor is unavailable due to vacation, special assignment, etc.
  • Serve in leadership positions supporting zone operations during after-hours storm response.
  • Serve in leadership positions for restoration activities on and off system outside their normal Area. Builds relationships and communicates with customers, builders, developers, electricians, and other area utilities.
  • Build and maintain strong relationships with both internal partners and external customers.
  • The Sr Construction Manager and Scheduler will work as a unified team to deliver an effective work plan whereby the crews can complete the tasks as intended.
  • Promotes coordination with other utilities and government agencies to meet internal requirements and external requests.
  • Resolve disputes between external parties and Duke Energy contractors. (Customer complaints, defective work, etc.)
  • Onboarding new vendors and off-site contractors as needed.

Required/Basic Qualifications

  • Associates degree
  • 6 years related work experience
  • In lieu of Associates degree(s) AND 6 year(s) related work experience listed above, High School/GED AND 10 year(s) related work experience

Desired Qualifications

  • Associates degree in Engineering Technology, Other Related Degree or Construction Management
  • Bachelors degree in Construction Management, Other Related Degree Engineering
  • In addition to desired degree, 3 years related work experience

Additional Preferred Qualifications:

  • Experience performing H&S safety observations
  • Possesses experience in multiple roles and/or jurisdictions in Distribution
  • Understanding of crane operations and associated rigging
  • Understanding of DOT work zone compliance
  • Thorough understanding of the “Keys to Life” safety document
  • Through understanding and compliance with the Cardinal Electric Safety Rules
  • Demonstrated knowledge and skills with various tools – Maximo, Plantview, Microsoft Products, and iTOA
  • Provide construction related technical guidance during the project life cycle, including the site scoping reviews and constructability reviews.
  • Provide input to construction resource strategy and construction support during Bid Event and MSA Assignments; Assist in the Bid Evaluation Process and Change Order review process by validating need and cost estimate for requested changes. Ensure a comprehensive understanding of cost, scope, and division of responsibilities in association with the project schedule.
  • Work with the Project Team to identify the proper construction/clearance sequence plans. Align all construction activities to meet outage and project schedules.
  • Coordinate with Work Management Planner on the Submission of Clearances and Hot Line tags (iTOA’s) in support of the integrated construction/clearance sequence plans.
  • Support pre-construction meetings.
  • Jointly facilitate construction management monthly meetings in coordination with Project Management. Maintain construction activity action registers and document project uncertainties as the project develops.
  • Coordinate with Engineering to facilitate required changes or deviations from Issue for Construction (IFC) designs.
  • Ensure Environmental/Erosion control compliance for assigned projects.
  • Assist the Project Manager in coordinating with PGO Transmission, Generation, and External Customers/Others to obtain agreement for work activities that are performed as appropriately identified.
  • Coordinate activities associated with pre-commissioning and commissioning. ensuring proper documentation is completed. Provide periodic updates on commissioning status and progress. Facilitate Meetings with Region Switching Team/ECC to discuss project energization plans, hold points, and validate of clearance boundaries and clearance boundary changes identified in the outage sequence plan for energization of equipment.
  • Line: Versed and experienced in Right-of-way clearing, expansion, and restoration. Versed and experienced in the various techniques of pole foundations and the construction thereof. Versed and experienced in the various steel and concrete poles used on the Duke Energy system and their assembly requirements. Pole framing, switch assembly, guying, and all related material application. Versed and experienced in the installation/removal of transmission conductors, sag/tensioning, bundled spacer placement, and clipping in/splicing.

Working Conditions:

  • Onsite Mobility Classification – Work will be performed at a company facility.
  • Willing to work in adverse conditions such as wet, swampy, isolated locations; cold and hot weather; and emergency conditions, i.e. storm restoration
  • Willingness to travel the geographic territories of Duke Energy as projects are system wide
  • This positions routinely required to work extended work schedules in support of work activities scheduled at night, weekends, and holidays

Specific Requirements:

  • To meet the basic qualifications a candidate must have an Associate’s Degree in Engineering Technology, Construction Management, or related field and six (6) years’ required work experience that must be in construction management, OR a Bachelor's Degree in Engineering, Construction Management or related field and three (3) years’ required work experience that must be in construction management. In lieu of degree, a high school diploma and ten (10) years of utility construction/maintenance experience with three (3) years construction management experience OR a high school diploma and six (6) years of utility construction/maintenance experience with three (3) years of utility leadership experience.
